Background of the study
Social welfare programs are implemented to support vulnerable populations by providing financial aid, healthcare, housing, and other social services. In Aba South Local Government Area, Abia State, these programs aim to alleviate poverty, reduce inequality, and improve quality of life among marginalized groups (Chukwuemeka, 2023). The programs include initiatives such as cash transfers, subsidized healthcare, and affordable housing projects. Their implementation is critical in addressing social challenges and promoting inclusive development. Despite these efforts, issues such as bureaucratic inefficiencies, inadequate coverage, and limited resources hinder their effectiveness. This study investigates how social welfare programs affect the well-being of vulnerable populations, assessing both the benefits and challenges associated with program implementation. The research will provide insights into how these initiatives can be improved to better serve their target groups and foster social cohesion. The study also highlights the importance of monitoring and evaluation in ensuring program accountability and sustainability (Ikechukwu, 2024; Nwosu, 2025).

Statement of the problem
Vulnerable populations in Aba South continue to face challenges despite the presence of social welfare programs. Inadequate resource allocation, administrative inefficiencies, and limited program coverage reduce the effectiveness of these interventions. The study seeks to evaluate the impact of social welfare programs and identify areas for improvement (Chukwuemeka, 2023).

Significance of the study
This study is significant as it provides critical insights into the effectiveness of social welfare programs, offering recommendations to enhance support for vulnerable populations and foster social inclusion in Aba South (Ikechukwu, 2024).

Scope and limitations of the study
The study is limited to assessing the impact of social welfare programs on vulnerable populations in Aba South Local Government Area, focusing solely on program implementation and beneficiary outcomes.
